As the COVID-19 pandemic in Korea enters the third wave, far exceeding the magnitude of the first and second wave, the number of new cases in Jeju Island has reached an alltime high. In the early stages of the pandemic, the Jeju Provincial Government released information regarding all new positive cases, including the patients’ testing and diagnosis dates, age ranges, related symptoms, and travel routes, etc. However, as concerns regarding the protection of the privacy of individuals arose, the government shifted its policy to absolute non-disclosure of information. However, this stance received criticism for leaving the citizens in the dark about newly arising cases.

T h e J e j u P r o v i n c i a l Government yet again changed i t s p o l i c y o n D e c e m b e r 8th to expand the range of information made public while still following the guidelines of the Central Disease Control Headquarters. The provincial government declared that per the new policy it would release time and location information related to new confirmed cases under the condition that there are two or more related new cases or that the confirmed patient may have come in contact with an unspecified large number of people. However, since then the government has continued to release very limited information about new cases and the concerns of the citizens have not yet been properly addressed. While the government has released information on where cluster transmissions have occurred, little information has been released on exact locations where individual patients have been.

In a major tourist location like Jeju Island, tourists from the mainland come and go every day, in many cases unknowingly carrying the COVID-19 virus. With no way to manage the inflow of people, it rests on the shoulders of the citizens to take a proactive stance to stay informed and get tested if they feel they may have come in contact with a patient. To prevent the further spread of COVID-19 in Jeju Island, the provincial government must release as much information as possible to the public regarding the exact location and times that confirmed patients may have come in close contact with other individuals. Furthermore, e ff o r t s m u s t b e m a d e t o disseminate information as quickly as possible and to make information easily accessible to all the citizens.
