Before any big change, there is trouble. This trouble can be from serious national matters to personal matters in detail. Currently Jeju is changing. Lands which originally were not affected by human influence are being changed into new roads and  other virgin lands have been developed or are currently being constructed. The largest of these changes is known as the urban developing project, which has been strictly controlled by the green belt. The new integrated Jeju Government Building known as the “ Jeju General Civil Service and Welfare Town” is located in the limited development district.  Jeju City has invested 100 billon won for the construction of the "Jeju General Civil Service & Welfare Town" since April 2006. With this construction,  Jeju City is positively promoting large scale projects to develop 'Ara-dong', 'Ido 2-dong' and  'Donam-dong' residential areas. However, while these districts are being developed, some problems can be found. The Islander has talked to representatives at City Hall to inquire what problems have a occurred and what Jeju City is doing to solve these problems. Until now, we had not checked some problems about the Jeju City development project. There are problems that are the administrators' mistakes or some other persons' problems from different reasons. We do always remember that if the same mistakes are repeated again, it will become a real problem.
 Jeju City plays an important role in improving Jejucitizen's lives to perfection and Jeju City should predict the Jeju City's future. Also Jeju City should prepare advanced development with Jeju Island's nature preservation and continuous development, not just to show the government's inefficiency.
 

Q1.The Islander: Since Jeju Special Self-Governing Province was launched, many estate developments are being promoted. Why are these large scale developments being quickly processed?
City hall: These developments were not planned, nor  started by the Jeju Special Self-Governing Province. This development is being made only by Jeju City's Urban Development commission, which constantly has been planned as a part of urban development. The project of Ido-2dong area and of Jeju General Civil Service & Welfare under development, are the same type of town development.


Q2.The Islander:How many people and households can live in Ido 2-dong district? and how much land will be used for non-housing estates?
City hall: We expect that 3500 people and 790 households will live in Ido 2-dong district(50%), The remaining land(50%) will be used for public use: 25% for roads, 20% for park land and other natural beauty, and the remaining 5% will be used for other miscellaneous items.

Q3.The Islander: Currently Ido 2-dong District is only 40 percent completed. Do you have another plans or any other land development which has already begun?
City hall: The Jeju City's General Plan, which includes 'Ido 2-dong' area, is a development project to be completed by 2021. 'Nohyung', 'Sama' and 'Ara' districts will be developed by this general plan. The development of 'Sama' area has already begun. 'Ara' area will begin next year.

Q4.The Islander: What were the specific problems of the Donam-dong repurchase which occurred, when the use of land was not fulfilled?
City hall: At the beginning, we had intended to use a central park because 'Donam-dong' area was farmland. But the plan was abolished. Jeju City bought land to construct a public health center, a culture welfare hall and an agricultural technology center. That land became the object of repurchase because we can not use that land as intended initial objects within the next five years.

Q5.The Islander: I know that the problem of the right of repurchase was completed. If the problem was to occur again, how much would it affect the estate development project?
City hall: Regarding the lawsuit, Jeju City has already bought back available lands from the landowners. This point is a landowner's right. Jeju City can never gain illegal profits by this repurchase. This problem has not upset all of our plans. Anyway, the repurchase problems were already solved by land compensation, The land compensation conforms to the value of land legal consultation.

Q6.The Islander: Now, The bus lines which run through 'Ido 2-dong' area are very insufficient. After city development, how will the bus line problem be solved? And if it can be solved, what steps will be taken to solve it?
City hall: After 'Ido 2-dong' area and "Jeju General Civil Service & Welfare Town" are developed, these developments will be evaluated by a traffic effect evaluation which is one of a general effect evaluations. Because of a traffic effect evaluation, a number of buses and bus lines, and traffic lights will be evaluated. Thus a bus line will be also made by this development project. Ido 2-dong area bus lines will be added.

Q7.The Islander: I know the plan that the new city hall  will be built is "Jeju General Civil Service and Welfare Town". Specifically, when is city hall going to move to "Jeju General Civil Service Town"? Also what public service centers and facilities will be built in the "Civil Service and Welfare Town"?
City hall: The land for the new Jeju City Hall's building is already secured for a public service center, but the Jeju City Hall movement plan can't be finalized right now, because we have made a plan that the Jeju City Hall building will not move there until 2021. The Jeju City Hall's land will be only 12 thousand pyeong out of the available 130 thousand pyeong. "Jeju General Civil Service and Welfare Town" will include the local government buildings, KBS, the Chamber of Commerce and Industry, a public health center and a national pension industry. The rest of the land will be used for regular houses and a shopping place.

 In the future, like estate development, the development will be continued. Today's streets will be changed into  roads, pine grove will vanish and turn into countless apartment and store buildings. Thus the Jeju development project will also play an important role in the improvement of Jeju citizen's life. A moving time from 'Old Jeju' to 'New Jeju' will be reduced and the traffic will go on smoothly, and people will not need to walk long distance to buy house supplies.?However, you should not forget the loss through the development. The real beauty of Jeju comes from the original nature, not artificial building by humans. In some years, I wish to look for a policy slogan that will say "Together?Jeju with nature and humans".
