In type 2 state scholarship, Jeju-NU could receive only 29% of 3.1 billion. In type 2 state scholarship, colleges can get scholarship as much as they cut tuition or expand the scholarship. In other words, the scholarship is decided by the strength of college efforts. The sum of type 2 scholarship is determined by how much colleges reduce tuition or expand the scholarship from the previous year. Jeju-NU which provides the lowest tuition of National Universities had brought it down to 5.5% last year, so Jeju-NU couldn't reduce its tuition any more. If Jeju-NU excessively cut tuition, it may cause aggravation of financial conditions and it finally leads to a lower quality of education. Jeju-NU has to reduce other working expenses to expand scholarship. However colleges are complex undertakings. This being so, if the school only expands tuition, other services will be destroyed and it will have a detrimental effect on the school. A member of the welfare division said, "We recognize the failure to expand scholarship, but in terms of tuition, we couldn't do it because continually decreasing tuition is impossible".
