Jeju has caused a controversy by introducing an "entrance tax" for visitors to the island. Popular tourist attractions around the world are charging tourism taxes, admission fees, and environmental costs. Most of them work to prevent over-tourism or save the cultural heritage of places where pollution is a problem. In essence, these policies aim at reducing the amount of travelers who visit the area.

On the other hand, Jeju takes a slightly different method to attract domestic and foreign tourists and revive the local economy. Outsiders' considerable increase in the expense of disposing of domestic waste triggered Jeju's decision to establish a residency tax. It was based on research that showed the cost of cleaning wastewater was 6.6 billion won, and the cost of disposing of residential garbage by outsiders was 55.8 billion won annually. According to research, the average cost per guest was expected to be 8170 won in 2017.

Since the tax includes fees for lodging, dining, and rental cars in Jeju, there has been a lot of dissatisfaction from the general people. The expression "NO Jeju" was coined as a result of the lack of support for Jeju's entry tax in the general public and the online community. When the Corona virus outbreak brought tourists from abroad to Jeju, they had reservations about the island's exorbitant costs. People then changed their focus to Southeast Asia and Japan, which provided superior value for money. Residents of Jeju are also worried that the imposition may result in fewer tourists.

If Jeju is only charging people for waste disposal under the guise of environmental protection, that argument might not hold water. If the island decides to implement a land use tax, it will be crucial to explain the tax's goals to visitors and determine a price that is reasonable for them. Since tourism is Jeju's main business, it could be as bad as not introducing the tax at all if it hurts the tourism industry.
