President-elect Yoon Suk-Yeol promised a complete resolution of Jeju 4·3 with reasonable compensation, including the establishment of a family related provision. The plan is to ensure reasonable compensation by establishing family related provisions. The province also plans to provide nursing facilities, welfare centers, and trauma healing centers for victims and bereaved families.

Through the establishment of a special marriage report, Jeju demanded that the marriage report is effective if the victim is registered based on the existing marriage relationship after the death or disappearance of the victims. But Ministry of Justice and the Court Administration opposed this, saying it could adversely affect the civil law system. The Ministry of Interior and Safety is planning to secure 100 million won in the service charges and it will soon place an order for a survey on the status of ‘tangled Jeju family relations’ and system improvement services. After that, the government plans to prepare measures to improve the system and enact an amendment to the Jeju 4·3 special act.

The head of Jeju’s 4·3 support division mentioned the problem of the counting procedure of 4·3 victims. According to him, the 4·3 victims were aggregated by the number of death or disappearance in 1948.

But there was a numerical error because many people did not register their birth and marriage at this time. The bereaved families have been protesting on this part. With the current Jeju 4·3 provision, it was difficult for the Court Administration to decide and do so. Therefore, the bereaved families requested including the above in the bill.

As Yoon Suk-Yeol said he would completely resolve Jeju 4·3 problems, and also said he would allow Jeju to be reborn as an island of peace and coexistence in name and reality. In addition he stated, he would pave the way for victims to recover their honor and heal wounds and conflicts in the community. He has emphasized his visits to Jeju during presidential election. His 4·3 pledge is expected to become more concrete.
